Hardware - Different setups

I have two computers running MAME.
My home computer and my arcade cabinet.

What I find is I can run certain games on my home computer that are KILLING my arcade cabinet.

NFL BLITZ Perfect Stuttering, unplayable

I know my two computers are different, but I can't believe the HOW different MAME works between the two of them.

Here are my stats:

Home Computer
* Windows 10
* CPU - Intel Core i3 6100 @ 3.70GHz
* RAM - 16.0 Dual @ 1066MHz
* MB - ASRock Z170 K4
* Graphics - 2047MB NVIDIA GeForce GTX 750 Ti

Arcade Computer
* Windows 7 32-bit
* CPU - Intel Core 2 Duo E8500 @ 3.16GHz
* RAM - 4.0 Dual DDR2 @ 400MHz
* MB - EVGA 122-CK-NF68
* Graphics - 256MB NVIDIA GeForce 7600 GT

What is the average computer / computing power I need to run NFL Blitz and other intensive games?

I don't know what the minimum hardware is that one would need in order to run NFL Blitz. But for reference, on my PC I have no perceivable lag/stutter :

CPU: Intel i7-4771 @ 3.50Ghz (Haswell)
Ram: 32GB
Graphics: NVIDIA GeForce GTX 760
OS: Windows 10 Home 64-bit

And when I run a benchmark, I get the following results for NFL Blitz on that hardware (you might compare them to yours) :

mame64.exe blitz -nothrottle -str 60 -video d3d
Average speed: 217.60% (59 seconds)

But it looks like [1] the Core 2 Duo (in your Arcade Computer) is a significantly slower CPU than the Core i3 in your Home Computer. The Core 2 Duo was launched in 2008, and the Core i3 in 2015.

Side note: The most demanding game I have personally come across to date is 'Star Soldier: Vanishing Earth' (1998, Hudson / Seta). That game is completely unplayable (due to speed) for me on my current hardware.
