I'm sorry, but you're going to have to be a bit more specific than that.
What, exactly, are you running into ? What platform are you trying to build on/for ? What tools are you trying to install, or don't know how to install ? What specific command are you trying to run, and if that fails what error message are you getting ?
Having said that, some pretty detailed instructions are on the official mamedev website [1]. Personally, I find building on Linux pretty straightforward: Use the distributions package manager to install build tools / compiler and mame prerequisites, download and extract the mame source (or git clone the repo), and run 'make'.
