Bug in chdman 262/263 on Dreamcast cue/bins

There is a bug that prevents chdman from mame 0.262 and 0.263 to compress certain Dreamcast cue/bins.

For example, 4 Wheel Thunder, US verison gives an error:

As you already noticed, this site does not see a lot of traffic.

I'm pretty sure this has been reported by multiple people via the Github Issues. There also may already be a fix in current sources.
