Compiling Android Mame on Windows 10.

Hi, I was trying to compile Mame 0.193+ 31-Dec-2017 from the Git source for the Android build, but I get this error:-

I was wondering if there is something else I need and if I do, how do I install it?. Can the Android build of Mame currently be built on Windows?.

I don't understand any of that, but I'll give my 2 cents anyway.
Get a linux like Debian, Ubuntu, etc. And cross compile from it, Windows is a pain in the butt and is so damn slow.
