Dual AimTrak Lightguns

I'm trying to get my AimTrak light guns assigned per Ultimarc's instructions, and am having difficulties. My MAME directory is V:\MAME. I saved my controller setup file there along side the mame.ini file. When I go into MAME to assign the light guns (and corresponding joystick for the side buttons), they are either 3 or 4. Not the 1 and 2 that are assigned in ctrl config file. It's like it sees that 1 and 2 are already used, and it assigns 3 and 4. I'm not sure if it's always 3 and 4, but it's never 1 and 2.
