Cruisin USA Ending Skipping Frames

The Cruisin USA roms (all of them) at the end of the game when you see former US president Bill Clinton in the hot tub at the end. Does not play properly, it skips forward several frames to the staff roll.
I was wondering if this could be fixed.
Cruisin World at the end does not have this problem. The ending runs fine.
