0288 collate_byname failed to construct for .UTF-8 (Windows Server 2016)

Hello
I noticed mame won't run now on Windows Server 2016. I'm using UK locale.
I'm only extracting XML, but launching in any way gives same error.
No big deal, not looked into it much, just letting you know.
exit code: -532462766
libc++abi: terminating due to uncaught exception of type std::runtime_error: collate_byname<char>::collate_byname failed to construct for .UTF-8
