It always works at 1 MHz but it must be 4 MHz. Versions 228 and 229 of MAME/MESS work correctly. But versions 239 and 254 work wrong. It seems we only need a tiny fix to correct this issue.

Version 268 also works wrong.

Is there a way to directly inform the Apple II driver developers about the issue?

It seems they just confused driver names! I run mame apple2c and get the Apple IIc+ 4MHz! When I run mame apple2cp I get the Apple IIc.
