Any way to make the 4-way shifter inputs in games such as Cruis'n USA and World behave like normal switches?

I am looking to eventually modify my Arcade1Up Fast and Furious cabinet to include MAME emulation with a PC. However, I have noticed that the gear shifting in MAME works as some sort of toggle, possibly for controllers; the switches toggle between high and low rather than going high when pressed and going low when released.

I am aware of the toggle settings for sifters, but it only works for two-way shifters rather than H-pattern shifters.

Is there a setting I am unaware of that enables one to alter the behavior of the 4-way shifter inputs? Could this setting at least be a choice in later versions like in Model 2 and Supermodel?
