As far as I know, there is no such thing. There is no pre-made 'full list' sub-selection of what you are looking for: romsets of arcade games only, only from a specific time period (1970-2000), and only for the games/machines that are fully working (for the latest mame version).

Please get the latest mame version (0.259 as-of-writing) from here: https://www.mamedev.org/ , and then manually select/get the roms you are looking for that are meant for that latest mame version.

You mean what 'front-end' is best ? Well, everyone has their own favorite, but even mame's own build-in interface is just fine.

"CHD's" are only needed for some games. Check which specific games you like, and if they need a CHD.

You can use this website to search for specific machines/games, like arcade-only, the year/range they were released, if they do/dont need a CHD, and if they are working in the latest mame release. Perhaps that will help you find games that you might be interested in, and get those.
